How often should I update the design of my web-site?

A web design of any site should be updated if:

1. at least one of the design elements does not correspond to the modern tendencies (is outdated)
2. at least one of the design elements is not allowing the site to function properly (to attract new clients, provide information etc.)
3. you would like to change the image of your site or company
